Job Position: Assistant Director (P4), Quality Monitoring & Assignment Unit

Job Summary

Responsible to facilitate the operation of Quality Monitoring & Assignment Unit (QMAU) to ensure all activities related to Quality of Services, Spectrum and Network Monitoring, AA management and ad hoc tasks are well managed and complied with all the SOPs.

Job Responsibilities:

  • Conduct periodic Drive Test (QoS) based on scheduled (fixed, mobile, DTT, FVVA).
  • Undertake verification and inspection activities to verify fixed and mobile broadband services quality in compliance with relevant Mandatory Standard (MS QoS) which includes outdoor and indoor coverage.
  • Undertake Radio Frequency Interference (RFI) investigations (government only) and make recommendation for rectifications.
  • Conduct remote monitoring spectrum occupancy usage via NASMOC.
  • Ensure proper management of resources and tools via Barcode Asset Management System (BAMS) as well as contract renewal, schedule maintenance and calibration i.e. MMS and NASMOC.
  • Facilitate and execute tasks on processing of AA applications and collection of fees and to strictly comply with the Acts, Regulations and SOP.
  • Assist to monitor the status of AA clients and regular follow-up to avoid any discrepancy in the record eg. business details, validity, payment of fees.
  • Verify and maintain healthy collection of AA fees.
  • Conduct site audit to ensure all spectrum users are having valid AA license comply with the approved license condition.
  • Participate in disaster management activities.
  • Facilitate telecommunication infrastructure hardening by coordinating with service providers and relevant agencies.

Qualification & Work Experience

  • Minimum Bachelor's Degree and/or Professional Qualifications in any disciplines.
  • Minimum of 2 years of work experience in similar field.

  • Sound understanding of the regulatory framework under the CMA'98 and its subsidiary legislations.
  • Good grasp of new developments that impact the communications and multimedia industry, from an economic, social, technical and consumer protection perspective.

  • Sound understanding of project management elements — including resources, risks management and problem.
  • Diversify and flexibility to adapt and adopt changes and requirements of each project management levels.
  • Attention details, sound reporting and writing capabilities, provide critiques for continuous improvement.
