JOB SUMMARY AND OBJECTIVES

  • Establish and execute subcontracts project post award administration and execute programme as per agreed contractual terms and condition together with-it compensation in line with overall MO project deliverable, financial goals and protect MMHE’s interest.
  • Execute change management activities in relation to AWO/VO with collaboration of MO SCM for non-tariff or FM subcontractors in line with deliverables and targeted project results.
  • Highlight and assess project subcontract management matters for Project Team and MO Management in making effective
    and sound recommendations in relation to MO subcontracting matters.

PRIMARY JOB RESPONSIBILITIES & ACCOUNTABILITY

Project Subcontract Management
- Establish and execute project subcontracts administration and subcontract execution to achieve overall project deliverable and financial goals upon pre award subcontracts handover by SCM.
- Highlight and assess on project subcontract management matters for Project teams and/or MO management towards making effective and sound recommendation / decision in meeting project delivery and results.

Subcontractors Compensation
- Review subcontractors’ compensation computation by the executive via Summary of Costing (SOC) for all Marine projects upon vessel sail away for repair projects and/or milestone based for conversion or long-term projects.
- To ensure the compensated activities spelled out in Work Done Report (WDR) agrees to activities and quantities delivered and approved by Client as registered in Work Completion Report (WCR)/or any report produced to client(s).
- Ensure that the right WBS and GL charging code for each activity by SCM for PO issuance.
- Liaise with stakeholders namely Cost Control, PMT and Subcontractor for work scope clarification and final negotiation (If required)

Project Subcontract Change Management
- Review Marine subcontractors’ variation order claim, prepare, negotiate with subcontractors, and make recommendation via Subcontractor Variation Order Approval (SVOA) for approval as per
MHB’s Limit of Authority (LOA) and thereafter furnished to SCM for Purchase Order process.

- Support Marine Project Cost Controller in obtaining subcontract quote for non-Tariff and non Frame Agreement subcontracting for client’s Additional Work Order\Variation Order (AWO\VO) in
collaboration with SCM Marine.
- Develop and monitor the execution of Change Management (tracking the progress and close out of change/variation orders) and Claims (disputed claims, compensation, extension of time, acceleration, prolongation etc) which are critical to ensure the project risk and opportunities are mitigated/pursued as per contract.

Subcontracts Dispute Management
- Review preparation for dispute resolution with subcontractor and recommend to the Manager and Head PCM the proposed solution. The preparation for dispute resolution amongst others but not limited to compilation of supporting documents, data mining, analyse data and compared against subcontractor’s justifications.

Subcontract Project Cost
- Monitor the overall committed or forecast cost up to subcontractor fully compensated in two forms: - (i) Repair (ii) Conversion and long term.
- Obtain and collect potential subcontractors’ cost for MO project Cost Controller and Project Control prior to vessel sail away and final bill negotiation.

Price Of Non-Conformance (Ponc)
- Lead, review, and make recommendation to Manager and Head PCM on Price Alert and Displeasure Notice. The recommendation after consulting stakeholders but not limited to PMT, MO Cost Controller, Estimator etc.

- Maintained complete register of PONC from source, amongst others Displeasure Notice (DN) and Price Alert (PA).

Subcontractor Closure
- Ensure all open POs are close at the end of MO project by completing subcontractor closure certificate in accordance with final verified SOC, which close commercial between MMHE and subcontractor.

Stakeholder Management
- Maintain close relationship with relevant stakeholder included in subcontractors among others Project Management Team, Engineering, QHSE, QA/QC and MO SCM, Subcontractors to facilitate smooth connection within parties to deliver the project / divisional objectives.

HSE
- Participate in company’s HSE initiatives and inculcate HSE among its colleagues to develop HSE as work culture.
